As a systems researcher and doctoral graduate in Organizational Leadership, my work focuses on how people navigate complex civilian, military, organizational, and institutional systems. Over the last several years, I have examined how structure, leadership, process, and decision-making shape transition, stability, employment, and long-term outcomes. As a U.S. Navy veteran, business owner, and quality management systems architect, I bring both research and applied experience to work designed to improve how people understand and move through complex systems.

Biography

Dr. Encinias is a systems researcher with more than 10 years of research and 15 years of applied experience studying how people navigate complex systems. He earned a Doctor of Education (Ed.D.) in Organizational Leadership from the University of Massachusetts Global, an MBA with a focus in international business, and completed advanced graduate studies in executive and nonprofit leadership. He is also currently attending Pepperdine Caruso School of Law, where he is pursuing a Master of Legal Studies with a concentration in Litigation. His work examines the gap between military and civilian life and how misunderstanding that gap can shape a person’s decisions, stability, and future.

Paul is currently developing Understanding Civilian Systems, a manual connected to his dissertation. The work brings together organizational leadership, quality management, and systems analysis. His research uses ISO 9001 Quality Management Principles to examine how structure, process, and leadership affect people during transition. A central purpose of his work is to use his education and experience to develop programs that support veterans during transition and help reduce the conditions that can lead to crisis or suicide.

He also works as a quality management systems architect, designing structured systems that connect organizational processes, decision-making, and performance outcomes. Paul and his wife Courtney own a publishing company. He has experience in government procurement and completed the Veteran Institute for Procurement program through the Montgomery County Chamber Community Foundation in Rockville, Maryland. The program is supported by Lockheed Martin and other federal-contracting partners and strengthened his understanding of federal contracting and contractor readiness.

He has received awards and recognition from the Department of the Navy, the United States Senate, UC Merced, the California State Legislature, the SBDC Regional Network, flag admirals, commanding officers, and other institutional leaders. His awards and recognitions also include a Certificate of Special Congressional Recognition.

Dr. Encinias is a U.S. Navy veteran who deployed in support of Operation Enduring Freedom, Afghanistan in 2011.
